Project Scope:
ARTICLE 19 is a partner of the EU funded project Combatting Disinformation in the Western
Balkans (CDWB). The purpose of this project is to help tackle disinformation across 4 countries
in the Western Balkans (Serbia, Montenegro, Kosovo and Bosnia and Herzegovina).

Project outcomes:
Based on the collective analyses conducted by the project partners, ARTICLE 19 will work
within its sphere of influence to support media professionals to run a campaign that aims to:

A) Ensure that media houses and journalists adhere to journalistic ethics and standards to
tackle disinformation, by adopting country-specific code of conduct.

B) Co-design and develop a pilot digital application in Serbia that uses AI to support media
professionals to fact-check online content.1

C) Support the rollout, adoption, and use of the application by media professionals in Serbia
through a national campaign.

D) Build knowledge with a selection of the public about the importance of ethical journalism
through the endorsement of code of conduct and AI application (this latter will be developed
in Serbia only).

ABOUT THE ROLE

The Deputy Head of Digital for Connectivity is responsible for managing and leading the implementation of the Connectivity Project, which is part of A19’s Global Digital Programme. This role reports to the Head of Digital and works closely with the Global Digital Programme’s Operations Manager, Coordination Officer, and other Deputies.

The Connectivity Project works to ensure that all people have meaningful choices in how they connect to the Internet to exercise their rights to speak and know. As part of the Global Digital Programme’s 2022-2025 strategy, the Connectivity Project team advocates for the recognition of small, non-profit, and alternative network operators, and works toward ensuring that spectrum management practices and wireless networking technologies are designed to enable these operators.

This role entails a mix of responsibilities, with both management and programmatic delivery elements. In particular, the Deputy Head will hold primary responsibility for carrying out the team’s advocacy in multilateral bodies, including within the UN system, and on national or regional law and policy matters, working with other A19 offices and teams as necessary. The Deputy Head will also be responsible for supporting the Connectivity Project’s two Programme Officers, who primarily engage in technical standards development in the Institute for Electrical and Electronics Engineers (IEEE) and the Radiocommunication Sector of the International Telecommunication Union (ITU-R). The Deputy Head will coordinate research, written outputs, and civil society support activities as shared work across this team. The Deputy Head will also be responsible for responding to ad hoc requests for support or carrying out joint activities in relation to other A19 offices and teams on topics relevant to connectivity. The Deputy Head will work closely with the Head of Digital to ensure that the Global Digital Programme is working effectively, strategically, and impactfully.

ABOUT THE ROLE

The Senior/ Programme Officer is responsible for carrying out key aspects of the Censorship Project, which is part of ARTICLE 19’s Global Digital Programme. This role reports to the Deputy Head of Digital for Censorship and works closely with the other roles in the Censorship Project.

The Censorship Project works to ensure that people can exercise their rights to speak and know using Internet infrastructure that is purposefully designed and deployed to enable the free flow of information. As part of the Global Digital Programme’s 2022-2025 strategy, the Censorship Project team works on checking content moderation at the infrastructure level and improving the censorship resilience of telecommunication networks and the domain name system (DNS).

This role primarily focuses on engaging in technical policy development in the Internet Corporation for Assigned Names and Numbers (ICANN); carrying out research, engaging in law and policy advocacy, writing outputs, primarily related to the DNS; and participating in community-building among small, community-level infrastructure providers. The Programme Officer will also support the Deputy Head of Digital and other programme officers in the Censorship Project in engaging directly with infrastructure providers on improving their human rights due diligence and responding to ad hoc requests for support or carrying out joint activities with other A19 offices and teams on topics relevant to censorship.
