On 18 March, Anna Oosterlinck, Senior Advisor on Global Advocacy for ARTICLE 19, delivered an intervention at the Informal Stakeholder Consultation on the Global Dialogue on Artificial Governance.

Oosterlinck presented ARTICLE 19’s view that the primary purpose of the Dialogue is two-fold:

(1) to serve as an agenda-setting platform creating coherence and shared understanding in a fragmented AI governance landscape so the world can move towards holistic global AI governance frameworks in compliance with international law, human rights and the Sustainable Development Goals (SDGs).

(2) ensure a multi-stakeholder approach to AI governance.

She emphasised that human rights must be protected throughout the full lifecycle of all AI technologies.

UN Member States agreed to set up the Dialogue through the Global Digital Compact, with a view to it working hand in hand with the International Independent Scientific Panel on AI, which has now been constituted. The first panel meeting has taken place, during which co-chairs Maria Ressa and Yoshua Bengio were elected.

As set out in a resolution passed by the General Assembly on 27 August 2025, the Global Dialogue on Artificial Intelligence Governance provides a ‘platform to discuss international cooperation, share best practices and lessons learned, and to facilitate open, transparent and inclusive discussions on artificial intelligence governance’. The Dialogue aims to ensure AI contributes to the implementation of the UN SDG 2 (zero hunger)) and to close ‘the digital divides between and within countries’ through the creation of safe and secure systems that are widely accessible, and emphases respect and promotion of human rights.

The recent intervention was the first opportunity for ARTICLE 19 to formally present our views on how the Dialogue should function.
