The project aims to reinforce democratic participation in Moldova and strengthen alignment with EU values by empowering civil society to monitor and engage in the EU accession process. SCOPE focuses on a long-term leadership programme for the participants with an emphasis on building resilience and strengthening inter-organisational cooperation, as well as supporting meaningful, structured dialogue with the authorities in regards to human rights and rule of law-oriented reforms.

Who should apply?

This programme is addressed to entities and not individual candidates: eligible non-governmental organisations, civil society groups, think tanks operating and registered in Moldova. Applying organisations may nominate up to three staff members to participate. They will be assessed based on their work’s relevance to the scope of the project, as well as thematic focus on Moldova’s EU accession process and related reforms.

What will you learn?

Selected organisations will join a 2.5-year leadership and training programme delivered through seven intensive camps. The topics covered during the sessions include: the EU integration process, fundamental rights such as media freedom, freedom of expression, freedom of assembly, access to information, rule of law and policy drafting, digital rights, and networking and building partnerships with European peers. Selected organisations will also be eligible to later apply to a restricted strategic grants scheme.

Application process

Interested organisations are encouraged to APPLY ONLINE in English or Romanian no later than 31 May 2026.
