Kazakhstan: UPR submission on threats to freedom of expression

ARTICLE 19 and Adil Soz have made a UPR Submission on the situation of freedom of expression in Kazakhstan for the 34th Session of the Working Group in November 2019.

The submission raises the following freedom of expression priorities for Kazakhstan:

  • Legal framework for free of expression;
  • Restrictions on freedom of expression online;
  • Blocking and closure of media outlets;
  • Safety of journalists;
  • Right to information.

ARTICLE 19 and Adil Soz make recommendations to Kazakhstan to reform its Constitution to fully protect freedom of expression in line with  international standards; repeal provisions in its Criminal Code and Civil Code which restrict freedom of expression; and provide the utmost protection for journalists and human rights defenders and end impunity for crimes against them.
