ARTICLE 19 is deeply concerned by recent revelations that serious flaws in the Election Commission’s (EC) newly introduced online accreditation system exposed personal data of at least 14,000 journalists in Bangladesh. For the first time, the EC launched a digital platform to accredit journalists covering elections. Reports indicate that sensitive information including photographs, signatures, national identity card details, office identity cards, and media-related records remained publicly accessible for hours due to basic security lapses. This incident is a grave violation of privacy which undermines journalists’ right to protection under national and international law.

In an already hostile environment, the exposure of data significantly heightens risks to journalists’ safety, leaving them vulnerable to harassment, surveillance, and physical harm. It demonstrates institutional negligence, with the Election Commission failing to conduct adequate security testing or ensure accountability in managing sensitive information.

Beyond immediate risks, the breach erodes public trust in digital governance and damages the credibility of institutions tasked with safeguarding democratic processes.

ARTICLE 19 strongly condemns the breach and calls on the Election Commission to conduct an independent investigation into how the incident occurred, and whether data was copied or misused. Accountability is essential, and responsible officials must be held to account for negligence.

Additionally, robust data protection measures – including encryption, access controls, and mandatory security audits –must be implemented before launching any digital system. Without clear legal safeguards and independent oversight, both journalists and citizens remain vulnerable to misuse of their personal information. Protecting the privacy and safety of journalists is vital to ensuring press freedom, democratic participation, and public trust in state institutions.

ARTICLE 19 urges the Government of Bangladesh and the Election Commission to treat this breach as a wake-up call and to take immediate steps to prevent future violations while upholding the rights and safety of journalists who play a crucial role in defending democracy.
