لقد شهدنا الموت والدمار الذي لا يمكن تخيله في قطاع غزة وإسرائيل، وقد قُتل وجُرح الآلاف من الأشخاص ونزح آلاف غيرهم، ولا يزال نحو مئتي شخص محتجزين كرهائن، من بينهم أطفال ومسنون.
أكدت منظمة الأمم المتحدة أن الماء والغذاء والوقود والمستلزمات الطبية وحتى أكياس الجثث نفدت في غزة بسبب الحصار. كما حذرت من أن الناس – وخاصة الأطفال الصغار – سيبدئون قريبًا في الموت بسبب الجفاف الشديد. فقد دُمّرت أحياء كاملة وتحولت إلى أنقاض متهالكة. والفلسطينيون الذين يبحثون عن الأمان ليس لديهم مكان يفرون إليه، وأفادت التقارير أن العديد ممن انتقلوا من شمال غزة إلى جنوبها بعد أمر التحرك الذي أصدره الجيش الإسرائيلي تعرضوا للقصف أثناء محاولتهم الفرار أو بمجرد وصولهم إلى جنوب غزة.
لقد قادتنا أحداث الأسبوع الماضي إلى مشارف كارثة إنسانية ولم يعد بإمكان العالم الانتظار أكثر من ذلك للتحرك؛ فالمسؤولية تقع على عاتقنا جميعًا.
في يوم الأحد 15 تشرين الأول/أكتوبر، ناشد منسق الأمم المتحدة للشؤون الإنسانية في الأراضي الفلسطينية المحتلة جميع أطراف
النزاع والدول الأعضاء ذات النفوذ إلى الموافقة بشكل عاجل على وقف إطلاق النار لأسباب إنسانية.
نحن اليوم، نجمع أصواتنا وندعو جميع رؤساء الدول ومجلس الأمن والجهات الفاعلة على أرض الواقع إلى إعطاء الأولوية للحفاظ على حياة الإنسان قبل كل شيء، وخلال وقف إطلاق النار هذا، ندعو جميع الأطراف إلى القيام بما يلي دون قيد أو شرط:
- تسهيل إيصال المساعدات المنقذة للحياة، بما في ذلك الغذاء والمستلزمات الطبية والوقود وعودة الكهرباء والإنترنت إلى غزة، بالإضافة إلى المرور الآمن للعاملين في المجال الإنساني والطبي.
- إطلاق سراح جميع الرهائن المدنيين وخاصة الأطفال وكبار السن.
- السماح للقوافل الإنسانية بالوصول إلى مرافق الأمم المتحدة والمدارس والمستشفيات والمرافق الصحية في شمال غزة والالتزام بحمايتها وبحماية المدنيين والموظفين الموجودين بداخلها في جميع الأوقات.
- إلغاء الأوامر الصادرة عن حكومة إسرائيل للمدنيين بمغادرة شمال غزة.
- السماح بإجلاء المرضى الذين هم في حالة طبية حرجة للحصول على الرعاية العاجلة.
يجب على مجلس الأمن والأمين العام للأمم المتحدة وجميع زعماء العالم ذوي النفوذ اتخاذ إجراءات فورية لضمان دخول وقف إطلاق النار حيز التنفيذ، فهو يظل خيارنا الوحيد لتجنب المزيد من الخسائر من أرواح المدنيين ولتجنب الكارثة الإنسانية، وأي شيء أقل من ذلك.
سيكون وصمة عار تلطخ جبين الإنسانية إلى الأبد.
المدنيون ليسوا ورقة مساومة. تحتاج العائلات إلى فرصة لدفن موتاها والحداد عليهم. كما يجب أن تتوقف دائرة العنف ضد المدنيين الأبرياء.
