{"id":7313,"date":"2014-05-28T18:03:13","date_gmt":"2014-05-28T17:03:13","guid":{"rendered":"https:\/\/www.article19.org\/resources\/governments-must-preserve-fundamental-freedoms-age-mass-surveillance\/"},"modified":"2020-11-05T15:58:59","modified_gmt":"2020-11-05T15:58:59","slug":"governments-must-preserve-fundamental-freedoms-age-mass-surveillance","status":"publish","type":"resources","link":"https:\/\/www.article19.org\/pt-pt\/resources\/governments-must-preserve-fundamental-freedoms-age-mass-surveillance\/","title":{"rendered":"Governments must preserve fundamental freedoms in the age of mass surveillance"},"content":{"rendered":"<p><strong>As the global debate over the intelligence programs revealed by Edward Snowden approaches its first anniversary, ARTICLE 19 and the Electronic Frontier Foundation (EFF) today\u00a0published a new legal analysis of the <em>Necessary &amp; Proportionate Principles<\/em>, a guiding framework for countries to apply international human rights law to communications surveillance.<\/strong><\/p>\n<p>Currently, there are few legal or technological constraints on international monitoring, data gathering, and use of digital communications.\u00a0 This report serves as important context and background as states around the world discuss the future of privacy.<\/p>\n<p>\u201cAs our everyday interactions, activities and communications now emit a continuous stream of revealing information, the question has become: how do we preserve fundamental freedoms in the digital age?\u201d EFF International Rights Director Katitza Rodriguez said. \u201cThis paper explains how and why we must rein in unchecked surveillance state at home and abroad and protect the freedoms of everyone, regardless of citizenship or statelessness.\u201d<\/p>\n<p>Thomas Hughes, Executive Director of ARTICLE 19, added: \u201cMass surveillance violates our rights to freedom of expression and privacy. Almost a year after the Snowden revelations, little to no progress has been made in ensuring that surveillance practices meet international legal standards.
