Cet appel est particuli\u00e8rement crucial \u00e0 la lumi\u00e8re de la faible note\u00a0du S\u00e9n\u00e9gal sur l\u2019indice de parlement ouvert (IPO) de 2022. En effet, dans un rapport publi\u00e9 en 2022 par le\u202fR\u00e9seau des organisations de Suivi parlementaire en Afrique (APMON)\u202fsur\u202f<a href=\"https:\/\/l\u2019Indice du Parlement Ouvert (IPO) d\u2019Afrique de l\u2019Ouest 2022\">l\u2019Indice du Parlement Ouvert (IPO) d\u2019Afrique de l\u2019Ouest 2022<\/a>, le parlement du S\u00e9n\u00e9gal occupe\u202fla 9\u00e8me place dans la sous-r\u00e9gion avec une note de 41,24% sur 13 parlements\u202f\u00e9valu\u00e9s.\u202fAinsi, sur la base de 44 indicateurs r\u00e9partis en trois dimensions : la transparence, la participation civique et la responsabilit\u00e9 publique,\u202fle rapport\u202fmontre que le parlement du S\u00e9n\u00e9gal, \u00e0 l\u2019image de quelques parlements d\u2019Afrique de l\u2019Ouest, a un faible taux d\u2019ouverture au public.\u00a0<\/strong><\/p>\n<p><span data-contrast=\"none\">Au moment o\u00f9 l\u2019\u00e9valuation du niveau d\u2019ouverture des parlements en Afrique <\/span><span data-contrast=\"auto\">de l\u2019Ouest <\/span><span data-contrast=\"none\">est en cours pour l\u2019ann\u00e9e 2025, ARTICLE 19 point focal de la soci\u00e9t\u00e9 civile invite le nouveau parlement du S\u00e9n\u00e9gal \u00e0 plus d\u2019ouverture, de transparence,\u202fredevabilit\u00e9\u202fet de prioriser les <\/span><span data-contrast=\"auto\"> \u00a0<\/span><span data-contrast=\"auto\">r\u00e9formes structurelles n\u00e9cessaires, afin de garantir le respect des droits fondamentaux des citoyens, notamment la libert\u00e9 d\u2019expression et l\u2019acc\u00e8s \u00e0 l\u2019information, qui demeurent des pierres angulaires de toute d\u00e9mocratie.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Au S\u00e9n\u00e9gal, selon l\u2019article 59 de la <\/span><span data-contrast=\"auto\">Constitution\u202f<\/span><span data-contrast=\"none\">\u00ab L\u2019Assembl\u00e9e repr\u00e9sentative de la R\u00e9publique du S\u00e9n\u00e9gal porte le nom d\u2019Assembl\u00e9e nationale. Elle exerce le pouvoir l\u00e9gislatif. Elle vote, seule, la loi, contr\u00f4le l\u2019action du Gouvernement et \u00e9value les politiques publiques.\u202f\u00bb.\u202fAinsi, au regard des informations recueillies dans le rapport de 2022 sur la base des trois (3) crit\u00e8res d\u2019\u00e9valuation de l\u2019indice\u202f; le parlement du S\u00e9n\u00e9gal a respectivement les notes suivantes\u202f: \u202f<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">\u2713\u202fSur la transparence, l\u2019Assembl\u00e9e nationale du S\u00e9n\u00e9gal\u202fest class\u00e9 11\u00e8me avec un pourcentage de 16.04%\u202fsur\u202f35%\u202f;<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">\u2713\u202fSur la\u202fparticipation civique,\u202fle S\u00e9n\u00e9gal 6\u00e8me avec un pourcentage 16.33%\u202fsur\u202f35%\u202f;<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">\u2713\u202fSur la responsabilit\u00e9 publique<\/span><span data-contrast=\"none\">,<\/span><span data-contrast=\"auto\"> le S\u00e9n\u00e9gal<\/span><span data-contrast=\"none\"> 6\u00e8me avec 8.86%\u202fsur\u202f30 %.\u00a0<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"none\">Transparence<\/span><\/b><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/h2>\n<p><span data-contrast=\"none\">Malgr\u00e9 les engagements pris dans le cadre du Partenariat pour un Gouvernement Ouvert (PGO) notamment l\u2019adoption d\u2019une loi d\u2019acc\u00e8s \u00e0 \u2018information, le S\u00e9n\u00e9gal accuse un retard notable en mati\u00e8re d\u2019ouverture parlementaire \u00e0 l\u2019endroit des citoyens. Selon l\u2019Indice du Parlement Ouvert 2024 (IPO), le parlement du S\u00e9n\u00e9gal est confront\u00e9 \u00e0 l\u2019acc\u00e8s \u00e0 des informations de l\u2019institution et les limites d\u2019acc\u00e8s du public m<\/span><span data-contrast=\"none\">algr\u00e9\u202fle R\u00e8glement\u202fInt\u00e9rieur de l\u2019Assembl\u00e9e\u202fnationale (RIAN) selon l\u2019indicateur 102.\u202fSur le plan des finances concernant l\u2019indicateur 104, les limites montrent la m\u00e9fiance du public \u00e0 l\u2019\u00e9gard du parlement.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Ensuite, les m\u00e9canismes de transparence du parlement \u00ab\u202fne\u202fsont\u202fpas communiqu\u00e9s aux citoyens\u202f\u00bb. Par cons\u00e9quent, il est difficile pour les citoyens et les associations de pouvoir y prendre part et d\u2019acc\u00e9der aux locaux\u202fdu parlement\u202fselon l\u2019index. Les enregistrements de vote en pl\u00e9ni\u00e8re et en commissions restent inaccessibles, tout comme les informations sur son budget, ses d\u00e9penses, les comportements non \u00e9thiques et les conflits d\u2019int\u00e9r\u00eats.
