ARTICLE 19 coordinates yearly intergovernmental meetings to solve specific questions in relation to freedom of expression.

Each meeting brings together Special Procedures from different intergovernmental organisations to agree a Joint Declaration. We often include the UN Special Rapporteur on Freedom of Opinion and Expression, the OSCE Representative on Freedom of the Media, the OAS Special Rapporteur on Freedom of Expression and the Special Rapporteur on Freedom of Expression of ACHPR, amongst others.

In 2006, the recently appointed Special Rapporteur on Freedom of Expression of the African Commission on Human and Peoples’ Rights joined the process for the first time.
